Absent with notification: Roscoe Sandlin. Also in attendance: Mary Albertson (MA), Town Planner. DK opened the meeting at 5:30PM. JM made a motion to approve the April Minutes. Seconded by OW and unanimously approved. DK welcomed Elton Ogden, Berkshire Housing and Tim Geller, Southern Berkshire CDC. Mr. Ogden and Mr. Geller were invited to the meeting to discuss potential affordable housing projects in Lenox. Mr. Ogden offered a brief history of his organization. Berkshire Housing incorporated in 1971 and has participated in a number of housing projects throughout the county. They have a first time homebuyer program and approximately 220 families have purchased home with the assistance of this program. He said that they have a comprehensive first home buyer program that includes workshops and one-on-one assistance from a counselor. JM asked the number of Berkshire Housing employees. Mr. Ogden said there are approximately 30 property management employees and 20 administrative employees. He noted that Berkshire Housing is the administrator of the Section 8 Program for Berkshire County. They also administer the HUD homelessness prevention program. Mr. Ogden stressed the need for first-time homebuyer education. He also said that it is important the house be in good condition. Many fixer-uppers are not realistic for first-time homebuyers. DB asked Mr. Ogden if he had any suggestions regarding the Lenox real estate market. DK suggested that the committee should develop a relationship with the local real estate community. Mr. Ogden and Mr. Geller said it is a good idea to work with local realtors. Mr. Geller offered a brief update on the Sawmill Brook project. He said he is involved with a few ownership projects in South County. Currently, DHCD is not funding ownership projects. Local banks are conservative and it is very difficult to obtain financing for ownership projects. He is encouraged by some recent changes in the market. He likes the idea of a soft-second loan program for first-time homebuyers. He suggested that the committee work with the local school department because a soft-second loan program might be very attractive incentive for new teachers. Members discussed the idea of converting the old school building located behind the Community Center into affordable housing units. MA will discuss this concept with the Town Manager. Discussion ensued regarding the development of affordable rental units. Mr. Ogden suggested the committee consider offering a subsidy for accessory dwelling units (ADUs). Mr. Geller and Mr. Ogden suggested that the committee is headed in the right direction. The committee should be patient and wait for a good project. Meeting Adjourned at 6:55 PM.
